How Apprenticeships Are Strengthening Childcare and Our Community

Apprenticeships are powerful tools for workforce development—and in Howard County, they’re making a lasting impact in early childhood education. At a time when many childcare centers are struggling to find qualified staff, one center took a proactive approach that now serves as a model for others. 

 

Meeting the Challenge Head-On 

Amanda Morton, Executive Director of Cradlerock Children’s Center, saw the problem clearly after the COVID-19 pandemic. 

“There was a very distinct lack of teachers,” Morton said. “The people applying for positions were often inexperienced and unqualified—but they were eager to learn.” 

Instead of lowering standards, her team created a solution: a custom apprenticeship program. This in-house program allowed them to bring on individuals who were passionate about childcare and train them into lead teacher roles within two years or less. 

Apprentices were fully integrated into the center’s culture, trained on internal systems and policies and matched with certified mentors. Over 18 to 24 months, these apprentices went from entry-level to qualified educators—some even planning to pursue a bachelor’s degree in early childhood education. 

A Seamless Transition to College Partnership 

Cradlerock’s success caught the attention of Howard Community College (HCC). When the college launched its own apprenticeship program, Morton was quick to get involved. 

“I was ever so delighted to come on board,” she said. “I transitioned my apprentices into the Howard Community College program and it was seamless.” 

Before this partnership, the center handled every aspect of the training process—designing professional development plans, tracking progress and covering costs. Now, HCC provides much of that support directly. The college offers structured development plans and guidance, giving apprentices—and their employers—a well-defined path to success. 

Reducing the Financial Burden with County Support 

Training new staff is an investment. Apprentices are still learning and require time, support and resources. That’s why Cradlerock also took advantage of the Apprenticeship Opportunity Program, which offers financial incentives through Howard County. 

“The program really helped supplement the cost of having apprentices,” Morton said. “It took a lot of the pressure off.” 

Working with the Howard County Office of Workforce Development added another layer of support. The department offered guidance at every stage—from selecting the right apprentice to navigating program logistics. 

“If you’re not sure what direction to take or what type of apprentice to hire, they’re there to help—and they’re accessible,” she added. 

A Life-Changing Opportunity for Apprentices 

The benefits of apprenticeship programs go beyond the business—they’re life-changing for participants. 

One apprentice began her journey with no professional certifications. Through the program, she earned all the credentials required for her job in a short period of time. 

“I’m able to learn things the right way the first time,” she said. “That’s just how I go about everything now.” 

She also described her career change as a positive experience, supported by online classes and a mentor who helped her stay on track. “I didn’t just become someone in the classroom—I became someone who is knowledgeable about the field.” 

Career Growth, Flexibility and Work-Life Balance 

The apprenticeship program opened doors to new career opportunities. “It’s made me more marketable as a teacher,” she said. “If I want to pursue a new position in the childcare field, this will help me do that.” 

As a full-time working mom with a two-year-old son, she also values the program’s flexibility. “I can maintain work-life balance, do my coursework, work full time and still spend time with my child,” she said. 

And perhaps most powerfully, she’s able to apply what she’s learning in real life—both at work and at home. “Being in the early childhood field helps me with my own child. I use the knowledge every day.” 

Building Careers for the Future 

This apprentice’s story highlights what makes these programs work: dedication, support and access. 

“You may not have the experience or credentials right away,” she said. “But if you have the interest, the talent and the willingness to learn from others, you can transition into something new—and really thrive.” 

Apprenticeships That Build Stronger Communities 

The apprenticeship program at Cradlerock Children’s Center, in partnership with Howard Community College and Howard County Office of Workforce Development, is a powerful example of how local collaboration creates lasting impact. 

It solves immediate workforce challenges while creating long-term career pathways. It gives individuals a chance to grow and succeed in meaningful roles. And it strengthens the local childcare system—one apprentice at a time.

The event will raise awareness and support for CCC’s upcoming expansion to a new facility—made possible by a recent childcare grant and additional funding efforts through HCEDA.
